On 5 Feb., 2015, the Ministry of Commerce
of the People’s Republic of China (MOC) released the NO.6 Announcement in 2015,
deciding to make interim review on dumping and dumping margin of the imported
pyridine from the India-based Jubilant Organic Synthesis Chemical Co., Ltd.
(Jubilant) based on applicative anti-dumping measures.
On 12 Dec., 2014, Anhui Guoxing Biochemical
Co., Ltd., Nanjing Redsun Biochemical Co., Ltd., Shandong Luba Chemical Co.,
Ltd. and Vertellus Specialty Chemicals (Nantong) Co., Ltd. applied to the MOC
that the dumping margin of imported pyridine from Jubilant exceeded the
prescribed margin in the final determination. Thus, they required the MOC to
conduct interim review on this case.
On 16 Dec., 2014, Jubilant, Jubilant
Organosys (Shanghai) Co., Ltd. and Jubilant Life Science International Co.,
Ltd. indicated that due to the changed regular value, export price and dumping
margin of Jubilant, it is not necessary to maintain the original ant-dumping
duty. They required the MOC to hold interim review based on appropriate
anti-dumping measures.
According to the No.49 rules in the
Anti-dumping Regulation of the People’s Republic of China and the
specifications in the Provisional Rules on Interim Review of Dumping and
Dumping Margin, after the anti-dumping duty takes effect for a certain period,
the MOC can make examination according to the requirements from interested
parties and the provided evidence and then conduct interim review on the
dumping and dumping margin of relevant exporters and manufacturers.
