On September 24 local time, the unveiling ceremony for the establishment of HQSPEC Engineering Inc. was held in Calgary, Canada. CNPC CFO Wang Guoliang and Consulate-General of the People's Republic of China in Calgary Liu Yongfeng attended the ceremony.

HQSPEC Engineering Inc. is incorporated after CNPC's subsidiary China Huanqiu Contracting & Engineering Corp. (HQCEC) acquired SPEC Engineering Inc. through equity investment.

SPEC is a Calgary based EPCM company focused on the design of Oil and Gas Production / Processing facilities including Heavy oil "Cold" production processing, Cyclic Steam Injection and SAGD. In addition to land based operations, SPEC has significant design and troubleshooting experience in offshore production platforms.
