Shanghai may implement stricter standard on coal use

Shanghai, the economic hub of China, may implement a quality standard on coal burned in this city even stricter than the one released by the Chinese government in September, insiders disclosed.In an enhanced environmental effort, Shanghai may ban the use of coal with sulphur above 0.3% and ash below 16%, one utility source said, without giving further details.If implemented, the city would see its scope of choices greatly reduced, though the overall impact would be limited, given its small consumption volumes, analyst said.China said it will ban the use of Sanmei or scattered coal, primarily for residential purposes, with ash over 16% and sulphur above 1% in the Yangtze River delta, a region that includes Shanghai, from January 1 next year.In a document released in mid-September, the National Development and Reform Commission said lignite with ash and sulphur content above 20% and 1%; and non-lignite coals with ash and sulphur content above 30% and 2% will not be allowed to use, effective from January 1.Shenhua, China’s coal giant, may optimize its coal varieties to make sure they meet relevant standards, another utility source said.In a move to fight air pollution, China’s central and local government authorities have targeted coal as the main culprit for worsening air quality.While promoting the use of clean energy sources, the government has been raising standards on the use of coal, which presently still accounts for 65% of the country’s energy use.
